Yes, if they can insure unlimited powerboating, they can insure this. One of our clients, is Prsident of the F3 Powerboating organisation, I can ask him who he uses.

Yes, subject to the usual restrictions, no poling below 50' ASL etc.

Lets face it, when they are being checked out, they'll behave themselves :0) It also depends on the way the course is constructed Paul, the TV guys, would want lots of straights, to make the most of their film, as would the sponsors.. also, the turns would have to be within reason, and we can't forget the punters, so, there'd be boat and air exclusion zones etc. Pilot and crowd safety is paramount, so there'd have to be suitable ditching or diversion areas

For this sort of event, you need top flight sponsors, yes, Breitling does spring to mind immediately, as do several others. As regards TV, well any event, that is touted as "Man and Machine all out on the edge" always attracts them. I suppose , you could do worse than contacting Max Moseley or Bernie Ecclestone?
