Very true, I know that the more broad generalization I presented is more accurate when it reflects the US warbird population. I know that many museums have embarked on large static projects regardless of whether or not they flew others... Kalamazoo Air Museum was an example of this.
Here in the states I am not aware of a government funded or controlled program that flies any part of their collection. As far as I can see, the person doing this presentation wishes to reflect the American preservation effort and therefore defined it the way I presented it in my original question.
No problems on being nit-picky... clarification helps us all!
