That's pretty much exactly what is required to own greandes, mortars, or automatic weapons in the US. Not sure if there's an extra tax levied against warbird purchasers as with Title II firearm purchases. The weapons themselves are what pose a threat, not the planes. Besides, bad guys apparently don't need to forgo background checks and spend millions to acquire airplanes for themselves (unfortunately).

I'm all for a new Amendment declaring the right to private ownership of all nondestructive obsolete government items bought with taxpayer's money. The process of token taxation paired with federal background checks has basically been a 100% success for 70 years in regard to civilian owned machine guns in the United States - and that's MACHINE GUNS! Some bureaucrats were just born to create and sustain emotional hassles from situations that appear scary on the surface, but that logic and fact have proven to be benign.
