If there are (unfortunately) no real legal restrictions on the salvage of the tank, the best thing that could be hoped for would be for a respecatable collector to make high bid on the artifact and do what the Russian government should be doing by default - overseeing the ethical recovery and repatriation of the crews remains as part of the salvage operation. In light of the current political state of affairs, it looks to me like there's little chance of the tank being left as a war grave.
