In the UK it is the case that to be classified as a body the human remains recovered need only be a few major organs and a few pounds of other body materials.
This has resulted in further human remains being found in crash sites where the crew had been declared as recovered.
So where injury/death has occurred no site may be 100% declared as clear of human remains.
I also feel that some of the cry "recover the aircraft to give the crew a burial" is just a means to gain ownership of the aircraft.
I wonder how many would undertake such burial recoveries if all aircraft parts were, without exception, consigned to the smelter.
