Back in the 1980s, a friend of mine went to Saipan and to Guam; supposedly with good connections, in order to do scouting with view to a recovery of japanese airframes and engines. Back then, too much baksheesh was being asked, and if I remember correctly, also the most powerful families in the Islands, politically connected, were not interested in any business.
I hope this time it will be different for those interested.
