I'm not sure really... however, i'm sure that if they kicked up a fuss our 'special friends' in the US State office would be more than sympathetic, and besides it's a matter of decency.
You don't just go pulling up aircraft with bodies in them without the correct paperwork unless you are a greedy sob.
