A while ago a saw a TV program about Soviet research on flying boats where the ground effect was utilized to gain speed and fuel efficiency. They were supposed to fly just a few feet above the suface and if my memory serves me correctly they were of the canard configuration and doesn?t it look like that in the pictures.
Maybe this is a link in this chain of development?
I?m probably wrong, again!
