I wouldn't touch it with a 10' bargepole. If you want to gain recovery permissions for this part of the world, ask the Finnish. These Russians might well be kosher, as I'm sure there are proper Nigerian businessmen, but would you want to take the chance?
Ask the Finnish, speak to the Finnish transportation board, they will be conducting most of these surveys. My experience of dealing with the Finns, especially their forestry boys, is they are straight up about paperwork and costs. I reccomend them. In the first instance, speak to their embassy in your part of the world. Very very helpful. But, bear in mind, their museum will have a say as well
