I think it is likely the aircraft was diverted or loaned to one of the allied nations, i.e., UK, Canada, China, Russia or some Latin American country. There is sometimes a clue somewhere on the card as to which country or air arm was the recipient - or so my exposure to Fairchild PT cards has led me to believe.
Where was the initial delivery to? What is the aircraft and it's AAF serial no? It should be possible to ascertain whether it was for the Lend-Lease program.
It could even mean Defence Aid (to) Russia and 42-247 being the Project Number.
