LAING AWARDED MOD'S ?11 MILLION PRIME CONTRACTING PROJECT AT CARVER BARRACKS

The Ministry of Defence's (MOD) prime contracting programme took a leap forward today with the appointment of Laing Limited as preferred bidder to design and build new living quarters at Carver Barracks.
Laing was selected as preferred bidder in the face of stiff competition from Balfour Beatty and Carillion on the ?11 million project for a 306-bed single living residence for junior ranks at the barracks near Saffron Walden.
The facility will replace existing living quarters used by the 33 Engineer Regiment and work is scheduled to start on site in summer 2001. Prior to this, Laing will work with the MOD within an integrated project team to appoint the key suppliers and finalise the overall design.
The award follows Laing's successful prime contracting pilot project for the MOD at Wattisham, Suffolk, where it completed a physical recreation and training centre in February this year.
The pilot project was the start of a process that saw the adoption of prime contracting as the preferred method of procurement for construction and property maintenance where PFI is not appropriate.
There are currently eleven prime contracts for construction projects where expressions of interest have been sought from industry. The next stage of the process will see the adoption of prime contracting in regionally based contracts that will include both construction and property maintenance. It is expected that the first of these will be advertised to industry early in 2001.

Prime Contracting - A prime contractor is where an organisation has single point responsibility for the management and delivery of a project using a system of incentivisation, together with collaborative working to integrate the activities of its supply chain members. The aim is to achieve a project that is on time, within budget and is in accordance with the specified outputs as well as being fit for the intended purpose.
