Tell him, that an aircraft in that state, waterlogged, damp, everything needs replacing, not much call for that sort of aircraft etc. Make "tut-tut" noises, and sharp intakes of breath from time to time. Mention the considerable environmental hazard from rotting dope etc then offer to "Take it off his hands"

Get it back, keep the metal that you get off it, or replace, because it's worth it's wait in gold, to the medical people. Any metal submerged pre-1945 has a lower background radiation count, and is therefore invaluable to precision instrument wallahs.

Then bung it at the FAAM< get a bright shiny Spit in exchange, et voila!
