To the best of my knowlege those are inbound tracers. I'm not sure what size lenses were incorporated on WWII gun cameras, but they had to be somewhat telescopic to capture relatively distant targets in detail. I believe what you're seeing is the view of a tracer heading 'up' the gun camera's long focal length (most times from a ship). Kind of sobering knowing that not every round headed toward you is a tracer :)
