Simple answers: Cost and Practicality. Designing it isn't any more expensive, but owning it sure is. The designers wanted an aircraft that would be both stunning *and* practical. Full scale would require a big hangar, lots of gas money, and be more of a handful to fly, too. 80% scale means something like 30% of the fuel burn of a V-12 powered 100% scale model.
Building an 80% model also means you can do it in your 2-car garage, without making an addition to the garage. It's meant to be a replica that is accessible to the general public, not only to those people who are made of money.
