Cees - a static restoration by a national museum would probably fit the criteria - however we tend to forget that the Vulcan is privately owned and having received a grant it would still remain privately owned with all that might entail.
With relation to the Hampden and the Halifax there needs to be a will to (completely)restore both - I don't see much evidence of that.
I thought we'd moved away from the RAFM seeing itself as the British equivalent of the NASM, but this new "Landmark" Milestones of Flight building seems very much to be another attempt to present the wider picture rather than restrict the collection and presentation policies to RAF aircraft and their protagonists.
