Rob I couldn't agree with you more! Seeing planes across the country sitting outside in all types of weather is sad. The Air Force however will never build hangars for these planes because it is not a priority. They leave it up to the individual museum's fundraising efforts to undertake this task. But like you said, if the building is right there use it!
