Yes, according to Dutch law recoveries like these where human remains or bombs are involved requires the services of the Dutch AF exclusively.

The Armed Services are actually provided at no extra cost to the recovery. The cost consists mostly of permits, drainage systems, whatever to protect the safety of local population, you name it.

It would be very nice to have the authorities to give us permission to recover these wrecks with assistance from representatives from the EOD, and all sorts of departments needed for this kind of recovery but the military doesn't like any private organisation doing their job.
