Yes, Innsworth are VERY picky about NOK. A colleague had a Canadian navigator father who was killed in a Mosquito crash in 1944 or 45 in Denmark. Postwar, his mother remarried. My colleague would like to know about his father, but, by choice, has very little contact with his mother (still alive), so that route is not open to him. He contacted Innsworth and explained the situation, but since he was not the NOK, they said he couldn't have access !
