No dataplate...

Without the dataplate, the prevailing attitude over at Roush could be that they've obtained a collection of P-51B parts only, which they can use to create "an example" of a P-51B rather than recreating the original. So to answer your question, my initial impression is that it will be a new Mustang incorporating some parts from an original example.
I think it's good that Roush is interested in talking with you and might be willing to bring the "spirit" of your uncle's plane back into the new one.
