The WHO in this case seems to be a group of Christian fundamentalists who have high patriotism, but little tolerance for this artwork. Emails were sent by them to many members of congress and uppper level military to make it aware to them.
It seems to have been distributed to more people than we originally thought as we recieve two to three emails per day with similar boilerplate language in it.
