Thanks for responding, and a most noble gesture on your part, but I'm afraid I'd have to incline toward your comment about it not making any difference. I mean, how does one convince another entity or individual NOT to have concerns over liability? If you were in charge of establishing policy, which would YOU choose?
a) Bury, burn, scrap, hoard, or forbid the private sector from recovering and reusing surplus parts; or
b) Allow the private sector to recover and reuse whatever, with the possibility (make that "probability") that if something fails or falls off a pack of lawyers will be demanding compensation.
In my mind it's clear why the US Navy's policy exists. I don't like it (and thankful the Air Force doesn't follow the same policy), but I'm also not too inclined to expend mass amounts of time and energy attempting to move the immovable.
