Navy and the EPA sign an accord

Hi All,
I was talking with a fellow warbird friend and he informed me that the USN and the EPA have sign an accord that basically states if you want to even look at a USN aircraft wreck you have to get an EPA impact review first.
Now this is really going to fare as alot of you fellow WIXERS no I'm no fan of the Navy. But this one really sends me over the top. I do'nt know how long the EPA is going to keep with this accord since they have been salped with 12 law suites allready over it.
