The Unfortunate thing is that the people who head the museum are regular IAF officers. they are not selected for thier interest in warbirds, nor are they at that place for more than three years.
For example, about ten years back, a gentleman in Mumbai used his connections to get some money released for the museum and it was spent on things like the grass lawn and landscaping rather than on the aircraft.
