Hi Dave,

I guess I'll try to give the simple answer.

First in the mid-80's aguy up in Seattle recovered a SB2C hulk that was dumped by the Navy they went after him and it ended up in Fed court where the judge ruled that since the Navy dumped then the Navy was getting rid of it so it was free game.

Now jump ahead to the TBD off Florida which is still tied up in Fed court after 15 years. The judge basically told the Navy to either pay or pull it.

Now I have had go and bad dealing with the Navy, right now I think they are tired of all the legal suites and I sespect that whith in 6 months they will be changing their views. I know that the CNO is tired of this.

As for Naval aircraft outside of the US, its a crap shoot. I know in Austrialia the Aussie gov told the USN to get stuffed and in England the Crown told the Navy its in are waters then we own it and we'll decide who recoverys it.

I hope this helps.
