As far as I know (having just read "Echoes of War" by Sir Bernard Lovell):
The pathfinder squadrons had priority for the latest equipment, then the rest was to be fitted to all main force aircraft.
I'd guess that means that for the main force new aircraft would be fitted with it from the outset, and the squadrons would be retrofitted one at a time in a fairly arbitrary manner.
