Definately. I know of at least one project right now that began as little more than a center cockpit section complete with the main spar. The entire rear fuselage is being fabricated from scratch using a set of bulkheads located by the restoration crew. In the past, outer wing panels have been completely refabricated as well using junk panels as patterns.
If you have just about any kind of derelict airframe that includes a good mainspar, then you have a candidate for restoration. 'No spar' generally equates into 'no restoration' unless you're willing to spend exceedingly more than the aircraft is worth to get it back into the air.
