So far as I'm aware Hikoki has never published a book by this title. Perhaps its on their list of forthcoming titles?
There's no mention of it on their web site (hikokiwarplanes.com).

Dan Hagedorn has written several books on Latin American Air Forces. His "Aircraft of the Chaco War" is still available from Schiffer, but "Latin American and Caribbean Air Forces", pubished by Air-Britain, has been out of print for almost a decade. Perhaps you're thinking of one of these?
