How do Reno Racers get their numbers?

I am reading a fasinating article on the engineering aspects of some of the Reno racers.. Of more anon in Air Enthusiast. However it did occur to me that the 'race numbers' associated with the aircraft are 'fixed' i.e they do not change regardless of year. Unlike F1 where the winner gets '1' etc.. So you have 4 = Dago Red and 232 = September Fury!

So how are numbers allocated. Is their some master list at race control and if you have an aircraft that has not rcaed before you get the 'next number' or is it a case that the owner says 'I want this number' and if it is free you get it for life??
