RAF gate-guard policy

Hey
I have heard about the RAF's "one gate-guard policy" (or something like that), but was just wondering what the rationale was. Were they unable ot maintain the gate guards (weather and all), or were they considered eyesores or is there another explanation?
And in an unrelated question. What is the rationale (second time I've used that word in this post) for the Luftwaff'es designation scheme? Was there one sequence of numbers, with companies getting groups of those numbers? EG Bf 109, 110, He 111, He (?) 112 All answers/guesses are appreciated. Gracias.
