Hi Dan,
The Navy's current policy is labelled "sovereign immunity", which is basically legalese for "talking out both sides of one's mouth." Apparently the policy has been around for some time, but didn't really rear its ugly head too much until Bob Rasmussen took over as director at NMNA in the late 1980's.
Whether our A&P from Minnesota was truly ignorant to this policy or chose to be is really a moot point.
