Hawkins & Powers- What are these replacing?

Irkut, which is based in this snowy eastern Siberia town about 3,200 miles and five time zones east of Moscow, manufactures aircraft designed by other companies. About 90 percent of its output is military aircraft, including Sukhoi fighter jets, but it also makes civilian transport aircraft like the Be-200, a jet-powered water bomber that can scoop 12 tons of water from a lake or river and drop it on a forest fire.

Irkut also recently signed a letter of intent to sell eight Be-200 water bombers to Hawkins & Powers Aviation Inc., a firefighting aircraft company in Greybull, Wyo., for $200 million.
