In service the engine would have been drained of fuel & oil, topped up with unleaded gas & inhibiting oil and then run up to normal temps & pressures. Shut down the carb would have been drained & filled with light oil. When cool the cylinders would have been inhibited & blanks put in spark plug holes, exhaust stacks blanked etc etc.
Plug blanks filled with dessicant are only any use when used with an MVP bag. (moisture vapour proof bag which encases the whole engine.) Inside the bag there is also a bandolier of dessicant.
More to it than that but it gives a clue. Very rarely over the last 40 years have I seen an engine correctly inhibited for long term storage as it would have been in service.
