Unknown instrument panel recovery

Heres the story this a un-known ints. panel recovered from a lake in Florida it's 25inches wide at its widest. The data tag in the upper right hand corner has warning do not blank 1300 RPM blank and 2800 RPM
The left hand instr. are Oil ,Hydro and un-known. The big one on the right that looks like a Artiflce Horizain has Brookland NY on it.
I think its either Brittish or soething from the late 30's.
